前 言

四川是中国西南的一个农业大省，自古农业耕种发达，农业产业齐全，是中国西部最大最稳定的农产品产地和重要的农产品贸易集散地，素有“天府之国”的美誉。随着世界经济全球化进程的加快和我国完全市场体系的逐步建立，四川农业对外投资贸易活动日趋活跃。为给广大内外投资者提供投资向导，做好政策指导、信息引导和周到服务，构建互利、有效的投资促进机制，我们通过精心收集、筛选、包装，推出100个农业对外合作项目，计划总投资56.2亿元，其中拟引进资金38.2亿元。这些项目均属于国家鼓励类投资项目，符合国家和我省经济总体发展战略、产业政策和投资政策。项目的技术支撑体系健全，产品技术含量高，开发潜力大，市场前景好。项目分布于全省所有21个市、州，涵盖粮油、蔬菜、水果、茶叶、花卉、中药材、蚕桑、麻类、畜禽等我省农业的优势和特色领域，以及市场建设、园区建设、农业综合开发、生物技术应用、资源利用、育种繁殖、储藏保鲜等。项目现有基础条件良好，投资前景可观，经济效益较高。项目实行业主负责制，有良好的运行机制，生产、加工、营销体系健全，政府实行跟踪服务和重点扶持。项目投资方式灵活，供投资者选择余地大。我们热诚欢迎国外、省外投资者来川投资农业，互惠互利，共谋发展，共享四川经济发展所增加的财富！

Preface

As a big agricultural province in southwest China, Sichuan is the largest and most stable agro-products-producing place and the important agro-products trade and distribution center in west China. With well-developed traditional farming practices and complete agricultural industries, it has been since ancient times reputed as the Land of Abundance. Along with the speeding-up of globalization process of world economy and the gradual establishment of full market system in China, foreign investment and trade initiatives in fields of agriculture are increasingly active in Sichuan. In order to provide all investors at home and abroad with investment guide, policy guidance, information direction and thoughtful service, and to construct an effective and mutual-benefited investment promotion mechanism, we have deliberately collected, collated, packaged and eventually presented 100 agricultural cooperation projects in Sichuan Province. The total investment for these proposed projects is planned as 5.62 billion yuan, including 3.82 billion yuan of external investment to be absorbed. All these projects fall into the State’s investment encouragement category and conform to national and provincial general economic development strategies, relevant industry policies and investment policies. With sound technical backing-up system and high technical contents of the products, the projects have great development potentials and brilliant market prospects. These projects involve all 21 cities (or prefectures) across the province and cover such special and advantageous agricultural fields as the production of grain crops, oil-bearing crops, vegetables, fruits, tea, flowers and ornamental plants, traditional Chinese medicinal plants and herbs, mulberries, fiber crops, livestock and poultry. The project activities are also related to the establishment of market facilities and agricultural parks, integrated agricultural development, application of bio-technology, utilization of agricultural resources, breeding and propagation, storage and fresh-keeping and etc. The projects have good existing infrastructures, considerable investment prospects and higher economic benefits. With owners’ responsibility system, the projects will have sound operating system, well-established systems of production, processing and marketing. The government will provide follow-up service and key supports. The projects have flexible investment modes, with more choices for investors. We warmly and sincerely welcome investors at home and abroad to make investment on agricultural sector in Sichuan for mutual benefits and common development and to share the wealth sprung from the development of Sichuan economy.
